Theo Lacy Facility is a minimum and maximum security correctional home that employs more than 400 staff members. It maintains buildings with fenced compounds containing large outdoor recreational areas. The facility s inmates perform various cleaning, cooking and maintenance works. Founded in 1960, Theo Lacy Facility provides medical, dental and mental health services, as well as meals to inmates. It has various intake, release, classification, records and law library sections. Theo Lacy Facility also offers the Community Work Program and the Phoenix House New Start Program. The facility is administered by the Orange County Sheriffs Department and can accommodate up to 3,000 inmates.

The California Conservation Corps is a workforce development program that offers young men and women the chance to serve their state and become employable citizens through life skills training and hard work in environmental conservation, fire protection and emergency response. The program has both residential and nonresidential programs and centers. The Corps is a department within the state Resources Agency and is not affiliated with any state or county correctional system. The organization, also known as the CCC, helps improve the lives and prospects of thousands of 18 to 25 year old Californians every year. In the process, the CCC improves the ecology of California s lands and rivers and contributes to the state s public safety. California Conservation Corps employs more than 100 people and maintains a location in Julian, Calif.

Constructed in 1981, the Martinez Detention Facility has a unique non-barrier/direct supervision design that, back when, was considered ground-breaking. The jail itself is constructed around a central courtyard where inmates are taken for recreation.
