Horizon Project, Inc was incorporated in 1978 by a group of local citizens to enable individuals with developmental disabilities to participate in out of home activities. During the ensuing years the organization has evolved to include comprehensive community based services to all persons residing in Milton-Freewater. In December of 2002, Horizon Project realized the opportunity to expand its services to the Hermiston area. The expansion afforded Horizon the opportunity to better serve the clients in Hermiston and expand its vocational and training services. Horizon Project then acquired the old Bethphage/Mosaic contracts in Pendleton on the first of October 2004. This expansion allowed Horizon Project to serve all area of Umatilla County. We believe that all individual should have the opportunity to exercise personal choice in their lives and that our mission is to empower all community members to realize this inherent right. Furthermore, we celebrate the differences between individuals and feel strongly that we must raise community awareness to understand this concept.
