The Carroll County Circuit Court occupies two buildings in downtown Westminster, the historic courthouse and the courthouse annex, which are located directly across the street from each other. Odd-numbered courtrooms are located in the original courthouse, while even-numbered courtrooms can be found in the annex. Presiding judges are Michael M. Galloway, J. Barry Hughes and Thomas S. Stansfield.
