Blair County Assistance Office is a part of the Department of Public Welfare, which works to promote, improve and sustain the quality of family life. The Department of Public Welfare s administrative office is responsible for managing the recruitment, placement, retention and allocation of a diverse workforce to maximize productivity. The department has a developmental program office that works to provide a range of health care services and work options for individuals with mental disorders. It is also responsible for offering substance abuse prevention services. The Department of Public Welfare works to monitor several managed care organizations. It is governed by the Commonwealth of Pennsylvania.

In 1989, ACRP initially began working with youth through child welfare and juvenile justice, but there was an almost immediate realization that services needed to be provided to entire families. A grant for Family Preservation Services made this possible. Next the agency began implementing programs in local schools. This led to the development and creation of an Alternative Education Program for youth who could not succeed in traditional school settings. ACRP now operates (4) alternative school sites that service over 125 students?elementary, middle, and high school and is an approved Alternative Education Provider through the PA Department of Education. ACRP expanded its programming into the mental and behavioral health system in 1997. ACRP is now licensed through the PA Dept. of Public Welfare to provide a variety of outpatient, partial hospitalization, family, and school based programs. Through the years, ACRP has also expanded its coverage. Originally servicing clients in Johnstown, there are now 12 offices or schools covering Cambria, Somerset, Bedford, Blair and Clearfield counties, employing over 325 individuals and serving 4,000 clients, students, and families annually.

Blair Senior Services, a nonprofit, United Way participating agency, is the County Area Agency on Aging in Altoona, Penn. It provides, either directly or through subcontract, a wide array of services to county residents who are 60 years of age or older. A priority setting process is utilized to provide services to persons with the greatest social and economic needs. Programs include a sheltered environment in a protective non-residential setting for impaired older adults who require supervision and assistance during the day. Socialization, therapeutic activities, field trips and a nutrition program are available. Occupational, physical and speech therapy and podiatry services provided as needed. Lab work and escorts to medical appointments available also as needed. Other programs include in-home support for the chronically disabled older individual who needs daily hands-on care and help with activities of daily living. The care management program assist persons with complex, multiple problems that require a combination of several services. The domiciliary care service is a protected living arrangement in the community which includes room and board plus personal care services for adults who cannot live independently because of their social and economic situations, yet who do not require 24-hour institutional or nursing care. Many other programs and services for area residents age 60 years and above are available.
