The Postal Rate Commission is an independent federal agency that exercises regulatory oversight over the Postal Service since its creation by the Postal Reorganization Act of 1970. The commission develops and maintains rules for modern system of rate regulation. It also consults with Postal Service on delivery service standards and performance measures. The commission works with the Department of State on international postal policies. The Postal Rate Commission prevents cross-subsidization and other anticompetitive postal practices. It operates through accountability and compliance and public affairs and government relations units. In addition, the Postal Rate Commission is composed of an inspector general and commissioners.
