The Honolulu Planning and Permitting Department helps establish, promote and implement long-range planning programs for Honolulu that reflect the communitys values, priorities and visions for the future. It is responsible for the framework that coordinates planned population and land use growth with supportive infrastructure improvements. The Planning Division is responsible for maintaining and updating the Oahu General Plan, regional development/sustainable communities plans, development plan land use, annual and biennial reports, special area and neighborhood master plans. In addition, the Planning Division provides research and statistical information related to Oahus population, land use and employment. Headquartered in Honolulu, Honolulu Planning and Permitting Department is a privately owned company that employs nearly 300 people.

The Department of Community Services is a part of the government of the City and County of Honolulu in Hawaii. Established in 1970, the department focuses on serving the physical and social needs of residents. It is comprised of various divisions, including community-based economic development, elderly affairs and administrative services. The Department of Community Services administers more than $50 million dollars in federal, state, local and private grants. It offers a range of rehabilitation, home repair, adult residential care, sewer connection, solar roof water heating, disaster assistance and down payment loans. The department operates a special projects office that develops and implements human service, community revitalization initiatives to address the needs of socially and economically disadvantaged youth, adults, families and communities. In addition, the Department of Community Services provides a variety of child care and employment counseling and training programs.
