The City of Santa Rosa Utilities Department, based in Santa Rosa, Calif., provides a rate and fee funded enterprise providing water delivery and wastewater collection services to more than 50,000 residential and commercial service locations. The Finley Aquatic Center, established in 1993, is a swimming facility and is a part of the City of Santa Rosa in California.
