The Norfolk Department of Human Services is responsible for the planning, delivery and evaluation of the Citys human services and public assistance programs. The executive leadership team provides administration and management services to the operating units of the department. The department administers the Child Care Assistance Program, which promotes parental choice and consumer education by giving parents information to make informed choices about child care. The program also organizes activities to enhance health and safety standards established by the state and increase and enhance early childhood development. The Norfolk Department of Human Services is governed by the city of Norfolk in Virginia.
