The Livingston Health Department is a government office located on Hillside Avenue. The Health Department issues and keeps track of birth certificates, marriage licenses and other important documents, in addition to offering free health screenings and performing health and safety inspections for local businesses.
The Human Resource Department is responsible for staffing and employment activities within Livingston Township, as well as other functions including personnel policies and procedures, benefits programs, compliance issues, compensation research, training and development and performance management.
The Madison Board of Health manages the general activities of the Department of Health which is responsible for optimizing the public health of the communities it serves. The three core functions of Public Health, as defined by the National Institutes of Health in 1998, are assessment, assurance and policy development.
Assessment
- Monitoring health status in order to identify health issues within the community.
- Investigation/diagnosis of health issues and hazards within the community.
- Evaluation of the effectiveness, accessibility, and quality of the health services within the community.
Assurance
- Assures that the community can count on a competent public and personal care workforce.
- Links people to personal health services and provides these services and health care when it is otherwise not available (e.g., Public Health clinics).

- Mobilizes community partnerships in order to identify and solve health problems.
Policy Development
- Develop policies and plans that support health efforts on both individual and community levels.
- Enforce laws and regulations that protect health and ensure safety.
- Research new insights and innovate solutions to health problems.
ESSENTIAL PUBLIC HEALTH SERVICES

Some of the Health Department's specific services are as follows:
Environmental Health Services
This includes, but is not limited to, conducting an on-site retail food establishment inspection and surveillance, conducting a sanitation and safety program at public bathing places, conducting a youth camp sanitation and safety program, and conducting a public health nuisance abatement program. This program includes the investigation of health nuisances such as noise, noxious odors, weed overgrowth, water pollution, solid waste, property maintenance, improper storage
of garbage and garbage receptacles, improper storage of firewood, pest control, animal control, and dumping of solid waste.
Some other Environmental Health Services are lead paint investigations; inspections of multiple housing; inspections of pet shops, pounds, and kennels; investigations of animal bite incidents for rabies control; and providing follow up investigations and general assistance for the New Jersey Department of Environmental Protection and Energy.
Personal Health Services
Some of these are conducting child health conferences, cancer screenings twice yearly for men and women, administering flu shots seasonally, and school health audits.
Health Education Services
Some of these include mammography coupon distribution, the Madison Alliance Against Substance Abuse, and distributing news releases.
Registrar Services
Some of these include marriage licenses, birth transcripts and death transcripts, and dog and cat licenses.
The West Caldwell Health Department provides discounted health screenings throughout the year, including cholesterol/blood chemistry, cancer screening, diabetes screening, stroke screening and flu/pneumonia clinics. Vouchers are available on a year-round basis to female residents for reduced-cost mammograms.
The department also offers free monthly cardiovascular screenings, free annual skin cancer screenings and health promotion seminars to residents on topics that include stress management, smoking awareness, nutrition and parenting. The health department also offers a free annual rabies inoculation for dogs and cats.
The health department also investigates public health complaints, inspects retail food establishments and takes samples of food, potable and non-potable water for bacterial analysis. West Caldwell contracts with the Essex Regional Health Commission to perform air and noise pollution enforcement and has forged partnerships with local hospitals to provide clinical services and health education programs to residents.
Building codes, permits and inspections in East Hanover Township are handled through the Construction Official's office, for general building, electrical, plumbing, elevator and zoning enforcement.
Borough Hall is the heart of many of Glen Rock's municipalities. Within its walls, you'll be able to find the Borough Clerk, the Municipal Court and the Department of Recreation. Other useful offices therein are Building and Zoning, Elections, Public Safety and Public Works, and the Tax and Finance Departments. The main telephone number will connect you to separate offices in the building.
The municipal building houses offices for most of the township's departments, council chambers and the mayor. The building was constructed in two phases, with the older portion completed in 1974 and the newer portion, or annex, completed in 1979.
Located next door to the municipal building at the complex is the senior center.
Cranford's Board of Health services can be split into three main categories: vital statistics, routine environmental checks and recycling. When complete, the health department staff consists of one full-time health officer, one full-time inspector, one full-time secretary, one part-time secretary and a part-time clean community employee.
