Located in the same building as the city's Public Services Department, the Parks, Recreation and Forestry Department oversees all of the city's public parks, school athletic fields, Brooksby Farm, the McVann O'Keefe Ice Skating Rink and the Independence Bikeway Trail. Torigian Community Life Center, the PHA is one of several federal Housing and Urban Development (HUD) agencies that operates in Massachusetts to provide Section 8 housing for low-income families, individuals with disabilities and seniors. Anne Marie Burns serves as the PHA's executive director and Arthur Turgeon serves as its program director. All told, the PHA owns and operates 500 units of state subsidized housing. Congressman John Tierney's District 6 office is located downtown, a stone's throw from Peabody Square, the Peabody District Court and Peabody City Hall. This office provides a place where the Democratic lawmaker's constituents can go to contact the congressman and air their concerns with the congressman's staff or with Tierney directly when he visits the district. Tierney's other district office is located in neighboring Lynn.
