Frank Outlaw founded BI-LO in the Upstate of South Carolina in 1961 and expanded the number of stores to 27 in just a period of seven years. It operates a chain of more than 230 supermarkets throughout the United States, including South Carolina, North Carolina, Georgia and Tennessee. Its stores include bakery, deli, meat and pharmacy departments.
